Due to historical reasons, the original carbon dioxide cylinder in China has been used for a long time with a pressure of 125 kg/cm2 and a filling coefficient of 0.75 kg/l. Under such service conditions, the limit of applicable service temperature is very low, while the objective service temperature is high, so the gas cylinder is in an overpressure state for a long time, and many accidents have occurred. Cheng, in order to properly formulate the design pressure and filling coefficient of the gas cylinder, an exposure test was conducted on the gas cylinder filled with gas, and the relevant data under the sun exposure were measured and verified according to the meteorological data over the years in China. The test proves that the wall temperature of the gas cylinder is close to the ground temperature under the condition of sun exposure. The ground temperature in most areas of China reaches or exceeds 60 ℃ in the summer months.
At that time, in order to ease the unreasonable situation in the past, the filling factor of carbon dioxide cylinders was reduced to 0.66 kg/l. However, the pressure on the cylinder has not changed, so the problem of overpressure has not been solved. The cylinder is filled according to 0.66kg/L. At 60 ℃, the pressure in the cylinder reaches 167kg/cm2, and the cylinder is still in an overpressure state, which is not conducive to use.
In recent years, when revising the Regulations on Safety Supervision of Gas Cylinders, our bureau has investigated the design pressure and filling coefficient of carbon dioxide gas cylinders, consulted domestic and foreign data, listened to opinions from all sides, and after repeated research, we hereby notify the relevant issues as follows:
1、 Since January 1, 1980, the design pressure, filling coefficient, paint color and marks on the external surface of carbon dioxide cylinders shall be subject to the Safety Supervision Regulations for Gas Cylinders issued by our bureau on April 25, 1979. The specification of carbon dioxide cylinder with original design pressure of 125kg/cm2 is cancelled. The gas cylinder manufacturer shall not use the design pressure of 125 kg/cm2
The gas cylinder with a pressure drop of 125 kg/cm2 can be sold as carbon dioxide, and the filling unit is not allowed to refit carbon dioxide with the gas cylinder with a pressure drop of 125 kg/cm2.
2、 The existing carbon dioxide cylinders in circulation can maintain the status quo and will be phased out year by year in the process of continuous use. The filling coefficient, paint color and marks on the external surface shall be handled according to the relevant provisions of the original Gas Cylinder Safety Supervision Regulations. At the same time, the following provisions must be observed:
1. During storage, transportation or use, avoid sun exposure in summer.
2. Implement night transportation in summer.
3. In any case, the ambient temperature shall not exceed 45 ℃.
The summer time of each region shall be determined according to the local actual temperature conditions. However, when the general temperature reaches or exceeds 26 ℃, it shall be considered as summer time.
3、 Before January 1, 1980, the unit filling carbon dioxide shall verify the actual quantity of the original carbon dioxide cylinders (with a pressure of 125 kg/cm2), and shall not add any more such cylinders.
